need to edit 2 files:
EngineConfigBaseEngine.ini
APBGameConfigAPBEngine.ini

Here is what to edit:

[Engine.GameEngine]
bSmoothFrameRate=TRUE
MinSmoothedFrameRate=22
MaxSmoothedFrameRate=62

and

MinDesiredFrameRate=35.000000

This with the Leatrix Latency Fix greatly improves performance.
