There seems to be a bit of confusion about the Skill Designs. Bonuses and penalties are listed here on this table. Keep in mind these are Designs and therefore you need to have a Goliath already.

They all have a 2 hour cool down time (real time).
Currently they also have slightly higher cargo and storage than normal. These are as follows:
Cargo:1600
Laser: 32000
Rockets: 1800

There is no engine slow down on the Venom or the Sentinel as stated previously.
