Each of the Legendary Ghost shells are capable of rolling perks for a single location. For obvious reasons, most of us are probably annoyed when we roll a new Ghost shell with Gunsmith telemetry perks, and no real useful perks, so they get auto-dismantled. Hopefully, we can crowdsource a list of which shells roll perks for which locations, that way, if you’re using your dust to get those perfect Ghost shell rolls (which is what you should be spending that dust on) you’ll know which ones to be looking for when they go on sale.
Every ghost has a set list of perks that can roll in the top slot, as well as perks that roll in the bottom slot. Each rolls independently, and you’ll notice that certain perks will always be in one, but not the other. However, Gunsmith Telemetry Perks can roll in Top and Bottom slots, but will never roll the same Telemetry on both Top and Bottom on the same shell. This leads me to believe that perks are not, in fact, rolled separately, but as a pair, or “perk set”.
There are two types of Ghost Shells. The first is the Crucible shell. It will only ever roll perks related to the Crucible or Gunsmith telemetry. The Kill Tracker ghost is a good example of this one.
Crucible Ghost Perks:

The second type is the planetary location ghost. Each shell has an affinity for a single location, be it EDZ, Titan, IO or Nessus. It will ALWAYS roll perks for that specific location, no matter how many instances of that shell you receive, or it can roll Gunsmith telemetry.

Notice that there are 6 available perks in the top tree, and 6 available perks in the bottom tree on planetary ghosts, as opposed to 4 on crucible ghosts. This makes rolling perfect “glimmer/xp” ghosts particularly dust and time intensive. The boon to this, however, is that once you’ve rolled a particular XP/Glimmer ghost, using a fireteam medallion on that location nets far more XP gain than using a medallion alone, allowing you to get more net worth out of your fireteam medallions, with bright engrams dropping more frequently, replenishing the dust spent rolling those ghosts in the first place. It’s also possible to fully level a Bright Engram using a Fireteam Medallion and Planetary Ghost Shell XP boost perk, even without being on the Flashpoint location (which I believe gives slightly increased XP as well). Stack the XP odds in your favor, Guardians!
