For some characters the last evolution is locked. To unlock it, you need to have in your collection either the Apostle of Destiny OR the Watchmaker of Destiny at level 3.
Note that it is not a fusion. The simple fact of having those characters at level 3 in your collection is enough.
Note also that for the Watchmaker, it will work whatever the evolution path you choose.
