Class experience is gained solely by killing monsters. You gain experience on mobs as low as 9 levels below character level.
Character experience is gained by completing quests which contain monsters whose level is at least 9 levels below character level.
Character experience is also gained by killing monsters which are at least 5 levels below character level.

This shows finished quests which you can repeat as well as the next section of quests.
One caveat tho, quests are dropped from the list after your character is 5 or more levels over the listed level on the quest.
Example: My level 33 character only has quests listed for level 29 and above.
Quests are still repeatable for class experience (from mob kills) and other rewards (may receive some character experience), if you talk directly to the NPC that gives the quest. These NPCs will still be marked by a faded greyish ! on the map.
As you grind, keep this information in mind. No matter where you are in the sequences of quests, once you finish a section of quests and your character level is at or above that which is designated for the next map, you will be given the lead quest for the next area. At this point you must rely on the quests listed in the Unaccepted list to finish out the story line for that map.
Key to reading the Unaccepted Quests list:
Blue diamond = finished quest that can be repeated for class & character experience.
Green diamond with black text = unaccepted quest which typically starts the next in the series for that map.
Green diamond with red text = accepted quest that is not finished.
Unfortunately there is no experience bonus for taking on mobs of a higher level (that I have found as of yet).
The experience penalties for differences in character level verses monster level are as follows:
@ level = 100% Char & 100% Class
1 level above = 100% Char & 100% Class
2 levels above = 80% Char & 100% Class
3 levels above = 60% Char & 100% Class
4 levels above = 40% Char & 100% Class
5 levels above = 20% Char & 100% Class
6 levels above = 0% Char & 80% Class
7 levels above = 0% Char & 60% Class
8 levels above = 0% Char & 40% Class
9 levels above = 0% Char & 20% Class
10 levels above = NO EXP

level 1 Red Cap Mushroid Base Exp: 25 Char & 5 Class
level 1 character gets: 100% of character exp 100% of class exp
25 char exp 5 class exp
level 2 character gets: 100% of character exp 100% of class exp
25 char exp 5 class exp
level 3 character gets: 80% of character exp 100% of class exp
20 char exp 5 class exp
level 4 character gets: 60% of character exp 100% of class exp
15 char exp 5 class exp
level 5 character gets: 40% of character exp 100% of class exp
10 char exp 5 class exp
level 6 character gets: 20% of character exp 100% of class exp
5 char exp 5 class exp
level 7 character gets: 0% of character exp 80% of class exp
0 char exp 4 class exp
level 8 character gets: 0% of character exp 60% of class exp
